Uttar Pradesh Chief Minister Akhilesh Yadav has announced a financial assistance of Rs 10 lakh for the next of the kin of an army jawan, who was killed by eve teasers in Meerut.

"Expressing profound grief over death of army jawan Vedmitra Chaudhary, the CM has announced a financial assistance of Rs 10 lakh to his family members," an official spokesman said.

The Chief Minister has directed strict directives to police to ensure that such incidents do not recur.

He also said that such a stern action should be taken, which send a message among anti social elements and create terror among them. Akhilesh said that the state government was sincere in its efforts to bolster security of women. A helpline -- 1090 -- was also made functional.

Yadav warned that stern action would be taken against officers failing to check such incidents or showing laxity. He also directed that immediate FIRs should be lodged in such cases and action be taken against the named accused.

Police have arrested the fourth accused in connection with the killing. Chhavindra, a resident of Golabad, was arrested at his home, Superintendent of Police Omprakash said. Three other accused - Akash Saini, Sanju and Satish Saini - were arrested on Saturday.

"With this, all the four main accused in the case have been arrested," the SP said.

Police had said that the accused will be booked under the stringent National Security Act after the incident sparked widespread outrage.

Vedmitra Chaudhury, a Lance Naik in 416 Engineering Brigade, had gone to get milk from a booth on Rohtak Road in Hardevnagar when he saw some youths teasing the daughter of the booth owner.

He came to the girl's rescue and even beat up one of the eve-teasers - Akash Saini, police said. Later, Akash called his friends, who arrived at the spot armed with sticks and assaulted Chaudhury, leaving him seriously injured.

The jawan, who was staying at Gopal Vihar with his wife and children, was admitted to Army Hospital where he succumbed to injuries on Friday night, police said.

Today, the entire question hour was washed out in the Uttar Pradesh Legislative Assembly amidst uproar by the Opposition parties, including BSP, BJP and Congress, over law and order situation in the state.

As the House assembled at 11 am on the second day, Opposition members demanded a debate on law and order, and stormed into the Well with BSP members wearing blue caps and waiving flags.

Vidhan Sabha Speaker Mata Prasad Pandey requested the members to return to their respective benches and maintain order, and said that the issue would be taken up later.

But, as the uproar continued, he adjourned the House for half an hour.

At 11.30 am, when the House re-assmbled and Leader of Opposition Swami Prasad Maurya stood to speak, the BJP and Congress members continued their dharna over the Meerut incident.

Amidst uproar, the House was adjourned till 12.20 pm, which also washed out the entire question hour.

Question hour could not be held in Legislative Council as Opposition members stormed into the Well forcing adjournment till 12 noon.
