Why Delhi Should Discuss MCD Trifurcation Before 2017 Municipal Elections

The Delhi municipal elections are around the corner, and yet there is very little talk about the election agenda. The delimitation of wards has also not been notified yet. One wonders what could be possible reasons for such delay, when the elections of April 2017 are likely to be very significant. This is the first time that a major third player—AAP—will put up a strong fight against the BJP and Congress. Secondly, April 2017 will see the second election post the trifurcation of the Municipal Corporation of Delhi (MCD). This point needs to be highlighted because the last five years can provide an assessment of how successful the decision to trifurcate has been and how the three new corporations have fared.

A series of three articles aims to shed light on the rationale behind the trifurcation process; its impact; and the outcomes of trifurcation, particularly on service delivery. These articles are drawn from my primary research undertaken from October 2015 to January 2016, for a Master's thesis. Different officials across the MCD, Delhi government and councillors were interviewed to collect primary data.

The trifurcated corporation

The unified MCD covered 94% of the National Capital Territory and catered to about 97% of the city's population. The idea for restructuring this "monolithic" MCD by way of splitting it into smaller bodies was floated many times over the years by the BJP and Congress governments both. Finally, in April of 2012 the process of trifurcation was completed and the unified MCD was divided into North, South and East MCD. There were 12 MCD administrative zones in the unified MCD that got divided into six zones in North MCD, four in South MCD and two in East MCD.

Rationale for trifurcation

It was reasoned by the then Congress-led Delhi government that trifurcation would improve administrative efficiency and make the MCD more accessible to people. However, the actions of the Delhi government and the amendments made to the MCD Act, 1957 to facilitate trifurcation indicate that it was a means of gaining control over the MCD. Through the amendment, the Government of NCT of Delhi (GNCTD) acquired the power to alter wards, power to indirectly appoint the Municipal Commissioners of its choosing, appoint a Director of Local Bodies (DLB) to oversee the functioning of the corporations and coordinate between them.

Administrative efficiency

A commonly stated reason for trifurcation was the need for improving administrative efficiency, and accessibility to the corporation. MCD was considered too big an organisation for a mega-city like Delhi. 'So for better governance and better delivery of services and to provide more focused approach, it was divided into three parts' (former Accountant, MCD).

Improve civic governance and accessibility

'Prior to trifurcation, all complaints from the zonal office were directed to one central HQ office but with the split, the people who were living in less central areas such as East Delhi or Dwarka would have a separate corporation for themselves, thus improving accessibility' (last Mayor, unified MCD). However, whether accessibility has improved is highly contested because South and North MCD are still concentrated in same office building and no new offices have been built at zones or wards.

Trifurcation failed to empower the local government and did not decentralise any functions to the MCD that the 74th CAA recommends.

It was thought that civic governance would become easier as the newly constituted corporations could focus more on the poorly developed areas in their jurisdictions, which the unified MCD tended to overlook. It was hoped that post-trifurcation, the local bodies could be asked to arrange their affairs, discharge duties effectively and efficiently in their jurisdiction and focus on functions which were strictly their domain. However, a financial crunch at East and North MCD has stopped even ordinary functions, let alone the implementation of initiatives for development.

Equivalence of Mayor and CM

The equivalence in stature of the Mayor and Chief Minister in the unified MCD often led to a conflict of powers between them. During most of the interviews conducted, it was argued that Sheila Dikshit did not want the Mayor to have the same stature as her, so she decided to trifurcate because this would mean three Mayors—with none of them sharing the same stature as the CM.

Decoding trifurcation

An underlying thought voiced across interviews was that the process undertaken was based on arbitrary criteria, without any assessment of the resources to be divided between the three corporations. The process seems to be limited to separation of the jurisdiction of the government of Delhi from the MCD. The result has been relatively weaker municipal corporations that are grappling with a major financial crunch.

Arbitrary criteria for dividing the unified MCD into three

Various committees, set up prior to trifurcation, to advise on the restructuring of the MCD, had recommended that the corporation should be divided into five or seven smaller bodies. But the final division into three was never adequately explained. Sheila Dikshit defended the decision to trifurcate by saying that five was really not necessary—"...if we split it into five, then we would need so many more offices. The structure of the MCD officials also has to match their area." One wonders why she thought no additional offices should be set up in case of trifurcation because ideally each corporation should have an office in its own jurisdiction.

Trifurcation can be seen as a centralised division where the government of Delhi created a central node through which to keep control over the three divided corporations.

A former accountant (unified MCD) explained that there's no set formula available about what is the right size for a municipality but as a general thumb rule, it should be administratively and financially efficient and viable. A retired bureaucrat of Delhi government felt that the area for a local government should be a reasonably compact territorial jurisdiction and a reasonably large resource base. How "reasonably compact" and "reasonably large" are ascertained is highly vague. If territorial jurisdiction should be well bounded for a corporation to be reasonably compact, then can only the presence of a river cutting Delhi into two be a good enough criterion? Because if East MCD with just about 7% of NCT's area can be reasonably compact, then why was rest of Delhi divided only into two parts, each covering about 44% of NCT's area?

Lack of proper assessment of resources

A proper assessment of the unified MCD's resources, and how they would be adequately divided between the three corporations, was not undertaken. The assessment of finances was left up to the Fourth Delhi Finance Commission but its report was tabled only by the end of 2015. It was accepted by a member of one of the committees set up to determine the rules of functioning of the three newly constituted corporations, that there was no thought given to the fact that the three corporations didn't have the same resource base.

Sheila Dikshit, in her interview said, "We used to give money to the MCD every year and if they said they were short of funds and they couldn't pay their employees, then we gave them that much money. And that we adjusted the next year, for MCD on its own is unable to sustain its financial condition. They are not financially sustainable for the simple reason because they do not implement their means of financial resources." So despite accepting that the MCD always had a financial problem, the government of Delhi chose to divide it into three, instead of restructuring it in a way that would actually help improve its functioning!

Process did not address inefficiencies

Many of the officers interviewed shared the belief that a single corporation had the wherewithal to deliver services to citizens efficiently and it had the strength and power to implement schemes more efficiently, in a more coordinated manner. The MCD (Amendment) Act, 2011 did not introduce any changes that would make the MCD administratively efficient. Sheila Dikshit felt "that is the job of the MCD to do." If the then government of Delhi did not envision ways of making MCD efficient, why did it just split it into three? "Just because a corrupt and inefficient organisation is divided, it does not yield non-corrupt and efficient organisations," noted an RWA member.

The trifurcation also failed to address the issue of multiplicity of agencies. In fact, it added to the multiplicity of agencies by creating three municipal corporations and the DLB. Trifurcation failed to empower the local government and did not decentralise any functions to the MCD that the 74th CAA recommends. The last commissioner of the unified MCD stated that the Corporation was already decentralised into 12 zones and GNCTD could empower them financially and by placing higher authority officers there. 'Earlier there was one Commissioner and 12 Deputy Commissioners for zones but now there is a DLB at the state level and then three Commissioners with the same 12 Deputy Commissioners below them' (North MCD councillor).

Thus, trifurcation can be seen as a centralised division where the government of Delhi created a central node through which it is keeping control over the three divided corporations. However, the DLB cannot be seen as fully aiding a coordinated development agenda because it does not enjoy considerable power and authority over the three corporations.

State jurisdiction co-terminus with the Corporation

Parliament approved constitution of Delhi Legislative Assembly in 1991, decades after the MCD was constituted. So in trying to set up a domain for itself, the Delhi government seems to have slowly taken over the functions of the MCD and "trifurcation was another step in that direction. The Delhi government has always been an important source of funding for MCD but it had no say in the management of the body. Thus, trifurcation can be seen as a way to gain control over the functioning of the MCD," said a retired state government official.

The matter is made worse by a political tussle between the MLA and the councillors in a region. "Everything that a councillor can do, an MLA can also do also," said the last Mayor of the unified MCD, adding that each one wants credit for the work done, leading to a power tussle. This tussle plays out particularly at the time of elections as each councillor aspires to move up the ladder and become an MLA.

It can be deduced from the table that irrespective of which political party was in power in Delhi, functions have been appropriated from the MCD ever since Delhi got a Legislative Assembly after 1993 elections. It has only helped the party in power in Delhi if the same party was ruling at the Centre as well, because any amendment in the MCD Act, 1958 requires approval of the Parliament. For instance, functions were majorly taken from the MCD in the mid-1990s when all three levels of government were BJP-ruled. On the other hand, when two separate parties rule the MCD and Delhi, then the tussle for powers is acute and takes a political turn. This is observed especially in the present scenario when Delhi is AAP-ruled and the BJP is in majority in three corporations.

The second article of this series will explain the impacts of trifurcation on municipal finances, image of the MCD, etc. The third article will particularly look at the outcomes of trifurcation on service delivery, using the case of solid waste management in East Delhi.

However, singing the national anthem incorrectly, or forgetting its words don't seem to be disrespecting it.

Ravinder Gupta, Mayor of North Delhi Municipal Corporation (NDMC), was spotted in a video singing, trying to sing the national anthem.

The BJP leader, along with a group of people, sings the national anthem, replacing words like 'Bharat with 'jaarat' and 'Dravida-Utkala' with ''bravida-Uchkala'.

At some point, he even forgets the words and waits for the crowd to sing before joining them.

It Was Minus 13.2 Degrees In Leh Last Night

SRINAGAR -- Jammu city on Friday witnessed the season's coldest night so far as the minimum temperature dropped to 6.5 degrees Celsius while Leh in the Ladakh region recorded minus 13.2 degrees Celsius, the town's lowest temperature this season so far.

"At 6.5 degrees Celsius, the city recorded this season's coldest night so far. Leh recorded minus 13.2 degrees Celsius, the lowest temperature in the town this season so far," a Met official told IANS.

"Srinagar witnessed a minimum temperature of minus 3.6 degrees Celsius on Friday while Pahalgam recorded minus 6.2 degrees Celsius and Gulmarg minus 4.8 degrees Celsius.

"Kargil town recorded the minimum temperature of minus 9.4 degrees Celsius."

"Katra town in Jammu region recorded 8 degree Celsius, Batote 5.9 degrees Celsius, Bannihal 1, and Bhaderwah recorded 1.2 degrees Celsius as the lowest temperature," the official said.

According to the official, cold and dry weather will continue in Jammu and Kashmir during the next 24 hours.

On Friday Banerjee alleged that 100 deaths were reported across the country after Trinamool Congress MP Derek O' Brien tweeted a list of the deaths.

On Thursday expressing concern over alleged political discrimination among states, Banerjee wrote to RBI Governor Urjit Patel to know "the nature of allocation of new currency" to each state.

However, the BJP has dismissed her allegations saying demonetisation had given her sleepless nights.

Govinda Launches 'Hero No.1' Restaurant In Delhi

NEW DELHI -- Bollywood star Govinda on Wednesday launched a restaurant in Delhi named after his popular 1997 film Hero No. 1.

The restaurant is in Rajouri Garden area of west Delhi.

"I have a special connect with the capital and liking for its people and culture. My friends always suggested me that Delhi needs a place that is No.1 and blends right music, right food and right ambience. So, Hero No.1 had to be here," Govinda said in a statement.

His wife Sunita and daughter Teena were also part of the event, with hosts of the evening and restaurateurs Amit Dua and Mann Dua.

"We are proud to open a hub of fine dining lounge in the heart of west Delhi. The place will offer a lavish gourmet experience to food connoisseurs. Guests can enjoy food from a multi-cuisine menu with live music. Food and party lovers will now have a chic new place to hang out and chill with friends and family in West Delhi," said the directors of the restaurant.

India's dream to get an Oscar continues to remain a distant possibility as even this year, our official entry has failed to earn the coveted spot.

India's official submission was Vetrimaaran's Visaranai, a Tamil crime-drama about police brutality produced by Dhanush.

It was one of the 85 films that were submitted by countries across the world but a Variety report revealed that it didn't make it to the 9 shortlisted titles.

The last time India's entry made it to the final shortlist was in 2001 when Ashutosh Gowariker's Lagaan was selected. It lost to Bosnia's No Man's Land.

For now, here's a list of the films that have made the cut. Interestingly, two films from the selection, The Salesman and My Life as a Zucchini, played at the Mumbai Film Festival this year.

PM Modi Did Not Say Anything About Waiving Off Farmers' Loans, Says Rahul Gandhi

NEW DELHI -- After meeting Prime Minister Narendra Modi over a demand to provide relief for debt-ridden farmers, the Congress vice-president Rahul Gandhi on Friday said the former has accepted that the situation of farmers is critical in the country, but did not commit anything on waiving off their loans.

"Prime Minister accepted that the situation of farmers is critical, but he did not say anything about waiving off their loans, he only heard the matter," said Rahul.

He further added that the farmers are committing suicide all over the country and the removal of import duty on wheat by the government is a devastating blow.

Earlier in the day, a delegation of senior Congress leaders met Prime Minister Modi to demand relief for debt-ridden farmers and to express their apprehension at not being allowed to speak in parliament.

Following this, opposition leaders would call on President Pranab Mukherjee at 12.30 p.m.

These meetings come even as the ruckus continues in parliament over several issues, including demonetisation and corruption.

On Thursday, Azad said, "It is for the first time in history of India that the ruling party is not letting the House to function," he said.

Azad gave a notice in the Rajya Sabha on the "hardships faced by farmers due to demonetisation".

"I have given notice so that the debt of the farmers is forgiven. The BJP is not in the support of the farmers," he said.

Both Houses of Parliament had to be adjourned for the day eventually.

Woman Judge Receives Extortion Letter From Jailed Criminal

BAHRAICH -- The district judge in Bahraich allegedly received an extortion letter sent through speed post by a jailed criminal demanding that she pay ₹5 lakh or else she would be killed, officials said here.

The letter, allegedly sent by Badkau alias Raj Kumar who is lodged in district jail, Bareilly, was received at the office of judge Premkala Singh through a speed post, they said.

The letter, which bears the name of Badkau with district jail, Bareilly as the address, demands ₹5 lakh which can be paid to the jail doctor Nemchandra, they said.

It also threatens that she would be killed in a bomb blast in her office if she failed to follow the instructions, they added.

SP Saligram Verma said a case has been lodged at City Kotwali police station on the complaint of the administrative officer of Kutchery and investigations are underway.

Terming the matter as serious, the SP said Crime Branch has been asked to conduct the probe and Bareilly police and post office are also being contacted.

Lok Sabha Passes Rights Of Persons With Disabilities Bill 2016

NEW DELHI -- The Lok Sabha on Friday passed the Rights of Persons with Disabilities Bill 2016, which replaces the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995.

Moving the bill, Minister of Social Justice and Empowerment, Thaawar Chand Gehlot said the number of categories of differently-abled have been increased from seven to 21 so that the 'Divyangs' could get the benefits of various schemes at the Centre and State level.

The bill also seeks to enhance reservation for 'Divyangs' in government jobs from 3% to 4%.

He said there is also a provision for setting up of advisory boards at national and state levels.

The Rajya Sabha had passed the bill on Tuesday after a brief discussion.

Calm Down Everyone, Hotstar's Twitter Handle Has Not Been Hacked

At around 12 PM today, streaming service Hotstar's Twitter display picture was changed to an egg and it started to post seriously weird tweets.

There was speculation that the account has been hacked. Several media outlets (News 18, Scroll) even reported that the account was compromised, concluding that hacking group Legion to be behind the online attack. Legion has been targeting high profile Twitter accounts such as Rahul Gandhi, Indian National Congress, Vijay Mallya and Barkha Dutt.

However, when HuffPost reached out to Hotstar, the company confirmed that the account was not compromised and the tweets are a part of a promotional activity.

"Our handle hasn't been hacked. Give us an hour's time and we'll decode it for you," a Hotstar spokesperson said.

It is likely that Hotstar will announce some content partnership. As far as the Indian market is concerned, competition is getting fierce as far as streaming services are concerned.

Earlier this week Amazon launched Amazon Prime Video service at Rs.499 with several Indian originals. In a well-timed response, Netflix responded by partnering up with Shah Rukh Khan's Red Chillies Entertainment for exclusively hosting all SRK movies on its platform.

Ratan Tata 'Has No Plans' Of Stepping Down As Chairman Of Tata Trusts

MUMBAI -- Tata Sons on Friday said that its interim Chairman Ratan Tata has no plans to step down from the chairmanship of the Tata Trusts.

"Further to news reports that have appeared in the media today, Ratan Tata, Interim Chairman, clarified that there are no plans for his stepping down from the chairmanship of the Tata Trusts at this point in time," Tata Sons said in a statement.

"The reference to the media discussion with some trustees relate to the process being put in place for the leadership succession in the Trusts in the future, to enable an ordered and smooth transition of leadership."

Tata emphasised that the 'Trusts' were undertaking many initiatives of national impact and that he is looking forward to continue his involvement with these initiatives in the 'Trusts'.

"He was however keen that a process should be in place for a smooth succession at an appropriate time," the statement added.

Tata Trusts hold 66 percent stake in the holding company of the industrial conglomerate Tata Sons.

Demonetisation Should Have Been Done In 1971, Says PM Modi

NEW DELHI -- Prime Minister Narendra Modi on Friday strongly defended demonetisation, a decision he said should have been taken in 1971 when Indira Gandhi was heading the government.

"We needed to do it in 1971. We have caused huge losses by not doing this since 1971," Modi told BJP MPs, lashing out at the Congress for not taking effective measures to curb black money in the country.

The Prime Minister referred to former bureaucrat Madhav Godbole's book in which he has recorded how then Home Minister Y.B. Chavan had recommended demonetisation to curb ill-gotten and hidden wealth.

"Godbole says in the book that Gandhi replied saying 'are no more elections to be fought by the Congress'? Chavan got the message and the recommendation was (dropped)," Modi said.

"This was in 1971 when everybody recommended this. Had it (demonetisation) been done in 1971, the nation wouldn't have been in this situation today."

Modi spoke outside Parliament on the last day of the winter session that was washed away by bedlam over the spiking of the high value currency notes which has caused an unprecedented cash shortage in the country.

The recording of the Prime Minister's speech was broadcast hours after he addressed the BJP Parliamentary Party.

He said the Congress had put the party ahead of the nation but the BJP follows 'nation first' ideology.

Modi also took a dig at Leftists for opposing the government's 8 November decision to scrap 500 and 1,000 rupee notes.

"The Communists have compromised their ideology by aligning with the Congress," he sad and recalled how the late veteran Marxist Jyoti Basu had famously said that "Indira Gandhi survives on black money".

"The government (of the Congress) is of the black money, by the black money and for the black money," Modi said, referring to Basu's remarks.

Parliament Adjourned Sine Die After Complete Washout

NEW DELHI -- The Lok Sabha was on Friday adjourned sine die.

The Lok Sabha earlier passed the Rights of Persons with Disabilities Bill 2016, which replaces the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995.

The Winter Session of Parliament, which began on November 16 had 22 sittings and the government had listed 10 legislations to be discussed and passed, including crucial bills related to the Goods and Services Tax (GST).

The Rajya Sabha was also adjourned sine die without transacting any substantial business on the last day on Friday.

Rajya Sabha Chairman Hamid Ansari has expressed anguish over the disruption of the House during the Winter Session of Parliament.

In his valedictory remarks, Vice-President Ansari observed regular and continuous disruptions characterised the session.

He said the symbolism of dignified protests, so essential for orderly conduct of parliamentary proceedings, was abandoned.

He felt that the standoff deprived the members the opportunity to seek accountability of the executive through questions and discussions on matters of public interest.

The Chairman regretted that the rules prohibiting shouting slogans, displaying posters and obstructing proceedings by leaving their assigned places were consistently ignored by all sections of the House.

The Vice-President appealed to all sections of the House to introspect on the distinction between dissent, disruption and agitation.

However, he appreciated the passage of the 'Rights of Persons with Disabilities Bill, 2014' in the House.

NEW DELHI -- The Supreme Court on Friday refused to pass any interim order extending exemptions permitting the use of scrapped currency notes for essential services, even medical, and left it to the Centre to take the call.

Observing that the Centre was sensitive enough to the situation, a bench headed by the Chief Justice of India T.S. Thakur said the government will consider and take appropriate decision from time-to-time to ease the hardships being faced by the people.

While refusing to pass any interim order, the apex court referred to a larger bench of five judges the matter of a batch of petitions challenging the 8 November demonetisation decision of the government and the issues arising out of it.

The Supreme Court also stayed proceedings before various high courts and subordinate courts on the petitions arising out of the demonetisation, and directed that, henceforth, any petition challenging the 8 November decision or issues related to it could only be moved before the apex court.

Thereby, the SC barred all courts in the country from entertaining any petition challenging demonetisation.

Super Mario has practically defined most people's childhood. And now, after years of waiting, Nintendo is bringing the popular game to mobile screens through iOS. As promised at a September Apple event, Super Mario Run was released for iPhone and iPad today. But is it good enough for Super Mario fans?

First of all, the game setup resembles the older version, retaining elements such as bricks, Goombas, and Koopas. The game's objective is still to save Peach from the castle. But you can't control Mario as you were able to in the video game. In order to make things simpler, Nintendo has introduced one-touch control in the game.

Mario keeps running to the right automatically, he jumps over small obstacles, and even vaults over enemies automatically. So, you are going to miss that nostalgic feeling of bumping into a Goomba and dying. You can do only one thing and that is to jump. One tap for a simple jump; tap and hold for a longer jump. There are a couple of other gestures, such a ducking and spinning mid-air to kill enemies. But the control is not precise. And you'll easily get through the stages without much fuss.

While you are thinking that after this easy warm up, the subsequent stages are going to get tougher, once you reach stage three of World 1, you are in for a bit of a surprise. You will have to pay to play the next stages of the game and, at 620 in India, the price is steep. It is a lot to ask for, even from high-spending iOS consumers, for an unproven game. While Super Mario's nostalgia value is beyond doubt, it remains to be seen if the game has the potential to justify the price tag.

There are other levels and modes, such as Toad Rally, which will pit you against other players. Winners will be decided based on the coins you collect and the toads you attract with your moves. On the home screen, you can build your kingdom with shops and other things as well. This will allow you to create new characters. So, besides the core story, there are interesting modes that players can spend time playing with. But the main experience's price tag will likely pose a challenge in attracting fans who have been waiting for this venerable classic to arrive on the mobile platform.

The game is only available on iOS as of now. Unfortunately for Nintendo, stocks have taken a 5 percent dip in the initial hours since the game's release.

Paytm Alleges Certain Customers Cheated It Out Of ₹6.15 Lakhs, CBI Investigates

CBI has registered an FIR against some customers of digital wallet PayTm on the company's complaint that it has allegedly been cheated to the tune of Rs 6.15 lakh by customers based in Delhi.

It is rare for the agency to take up such cases unless they have been referred by the central government or there are directions by the Supreme Court or a high court.

CBI has registered FIR against 15 customers who are residents of Kalkaji, Govindpuri and Saket besides unknown officials of One97 Communications--parent company of Paytm.

The complaint from the Manager Legal, M Sivakumar, claimed that the company makes payment for defective products received by a customer and also arranges a reverse pickup of the damaged product which is sent to the merchant.

The process is done by a team of customer care executives who have been assigned specific IDs and passwords to handle such complaints from the customers and arrange refund and pickup.

It is alleged that the company found that in 48 cases customers had received refunds even though the delivery of orders was made successfully to them.

"As a matter of facts wherein delivery of orders were successful and satisfactory to the customer, refund should not happen. However, in all these 48 cases refund of order amount happened to the respective customers to the tune of Rs 6.15 lakh," the complaint, which is now part of the FIR, alleged.

It alleged that customers "illegally" appropriated money refunded in their bank accounts and wallets.

It claimed that the acts reflects "serious" fraudulent act and foul play with common intention to wrongfully gain along with such involved customers. .

JAIPUR -- Rajasthan Government has launched a subsidised meal scheme for underprivileged people in 12 cities under which food will be provided at nominal rates.

The scheme 'Annapurna Rasoi' was launched by state Chief Minister Vasundhara Raje at the Jaipur Municipal Corporation campus on Thursday.

Urban development and housing minister Shrichand Kriplani, BJP state president Ashok Parnami and Mayor Ashok Lahoti were also present on the occasion.

Poor and needy including labourers, students and rickshaw pullers will get breakfast at ₹5 and lunch/dinner at ₹8.

Initially, the scheme has been launched in 12 cities-- Jaipur, Jodhpur, Kota, Ajmer, Bikaner, Udaipur, Bharatpur, Baran, Banswara, Dungarpur, Pratapgarh and Jhalawar. It will be introduced in other cities later.

"The quality meals will be provided through special vans so that needy people get nutritious food, which will also have variety," a statement quoting the Chief Minister said.

The meal will be cooked and served by trained staff in 80 vans in 12 cities.

"We are planning to introduce the scheme in all the urban areas of the state in next 6 months," UDH Minister Srichand Kriplani said.

Manjeet Singh, Principal Secretary Local Self Department, said that the cost of a breakfast is ₹21.70 and ₹23.70 for a lunch/dinner. It will be provided at ₹5 and 8 respectively and the remaining will be borne by the government.

"The government will have to bear a financial burden of ₹10 crore for 12 cities as the financial gap whereas this gap will be approximately 40 crore if the scheme covers all the urban areas of the state," he said.

When Amazon finally announced the launch of its Prime Video in India on Wednesday, it was a moment of hoozah for a lot of Indians starved of good television shows.

At Rs 499 a year, Amazon subscriptions are much cheaper than Netflix's Rs 650/month and Hotstar's premium services at Rs 90/month. It has shows like Mr Robot and The Night Manager, Seinfeld, and The Good Wife. It has a bunch of originals too. There's Transparent (Jill Soloway's brilliantly poignant and funny series about gender identity) and The Man in the High Castle (a dystopian alternative history series loosely based on Philip K. Dick's novel of the same name) among others. Amazon's brand new The Grand Tour is available for streaming as well. Really, what's not to like?

Apparently, a lot.

Unlike Netflix and Hotstar, which show films and television shows in India without any major censoring, Amazon has decided to screen their content. Their self-censoring is a cause for worry. India doesn't have any regulations for censorship of films and TV shows online. The self censorship is completely Amazon's choice.

In an RTI response, the Ministry of Information and Broadcasting (I&B) has said that they do not have the power to censor any content online, and that they are "not pursuing the creation of a regulatory framework" that would allow them to have any online censorship powers.

As spotted by users of Reddit India, it seems nudity is a complete blasphemy for Amazon. All the nude scenes in shows like Californication and The Man In The High Castle have been blurred and pixelated.

Someone even tried undoing the parental control, thinking that Amazon may have censored for their young audience. That didn't work either.

That's not all.

As another Redditor pointed out and this piece on Mint also observes, on the fourth episode of Amazon's new car show The Grand Tour, Jeremy Clarkson drives a car made of animal carcasses.

Guess what Amazon has done? They shortened the hour long episode to half its length and there is no meat-car in sight. Why? The car shown in the show is made of beef.

Funnily enough, Amazon India did not even bother to change the name of the episode when they ripped the entire segment out.

When HuffPost India got in touch with Amazon Prime and asked them if they are censoring, this was their response:

"Amazon Prime Video offers the largest selection of movies and TV shows of any OTT video service in India and give customers the choice on what to watch. We respect our customers' preferences and will comply with the regulations applicable to our service. Amazon is a responsible company and we are here to entertain the Indian customer with award-winning content from the US along with blockbusters from Indian and regional makers. We will keep Indian cultural sensitivities in mind while offering this content to customers."

Read the last line again. "We will keep Indian cultural sensitivities in mind while offering this content to customers." In other words, the world may have moved on, and Indians may be excited about watching US sitcoms, but hey, Amazon cares about our sanskar.

Clearly, Amazon wants to toe a line that they are drawing themselves. Despite no body telling them what our sanskars are, they have taken it upon themselves to turn into Sooraj Barjatya of the Internet. Well, even Sooraj Barjatya films have nothing against cleavage.
